it’s a long exposure.
You put the camera on a tripod (or set it down on something solid so it won’t move), then set the exposure to about 10-30 seconds. The first image was 30 seconds, ISO200, f/4.
The second image above was ISO200, 8 secs, f/4.
You’d probably have to tweak those numbers depending how much light is in the image – like street lamps and so on.
